This belief appears to be backed up both by driver experience and from telemetry data. Tracks with long straightaways following tight radius corners add the biggest penalty. If you need to downshift before the ideal point, your best bet is a clutch/clutch button. A sequential will shift when the drivetrain is in a state of equilibrium.

I do it in everything. Ideally, the revs will match the eventual engine speed as the clutch is fully lifted.
